Puff ban: the end of pre-filled vaping devices

In early February 2025, MPs voted on a bill to ban "puffs", these brightly colored disposable electronic cigarettes with sweet flavors, particularly popular among young people. The text was submitted to the Senate and adopted. France thus became the second country in the European Union after Belgium to ban these single-use vaping devices. This decision marks a milestone in the vaping world and a key step in the fight against smoking and the protection of the environment.

Why ban puffs?

Disposable puffs are electronic cigarettes that cannot be refilled with liquid and that do not have a rechargeable battery. Inexpensive, puffs or disposable cigarettes arrived on the French market in 2021 and quickly won over young people thanks to their affordable price, attractive flavors and ease of use.

However, their meteoric success has raised serious public health concerns. Despite the ban on selling tobacco products to minors, puffs remain easily accessible in tobacco shops. Often flavored with sweet or fruity flavors, they would encourage an early initiation into vaping and, by extension, nicotine dependency.

Puffs or disposable cigarettes are indeed very high in nicotine and are accused of leading to traditional cigarettes. This early consumption increases the risk of developing a long-lasting addiction. Furthermore, the long-term effects of inhaling the substances contained in these devices remain poorly understood, raising concerns about their impact on the respiratory system and the brain development of adolescents. By fostering addiction among younger generations, disposable puffs pose a genuine public health challenge, thus justifying the measures taken to ban them.

Puffs discarded in the environment are also highly polluting, due to their composition combining plastic, lithium batteries and electronic components. The bill to ban puffs denounces this system as "a serious risk to the health of adolescents and to the environment".

The ban on disposable puffs, a debate that is nothing new

The bill to ban puffs had been initially proposed by former Green MP Francesca Pasquini and Michel Lauzzana in November 2022. The text provided for a ban on the sale, distribution and free offers of puffs, as well as fines of up to €200,000 in the event of repeat offenses.

Adopted unanimously by both Chambers, the bill to ban puffs had been voted by the National Assembly on December 4, 2023, then by the Senate on February 7, 2024.

However, its final adoption was delayed by the dissolution of the National Assembly in June 2024, as well as by the censure of the Barnier government in December of the same year. Members of Parliament were also awaiting the opinion of the European Commission, which ultimately gave France the green light in September 2024.

France thus became in February 2025 the second country in the European Union to ban these disposable electronic cigarettes. Indeed, this ban had already been implemented in Belgium since January 1, 2025.
