Tobacco prices are changing once again in France from 1 September 2026. But unlike some previous deadlines this year, this new price list does not provide for a generalised increase in cigarette pack prices. A few products are seeing their price rise by a few centimes, while others are on the contrary showing a decrease. Here are the main changes to know about for tobacco prices in September 2026.

Tobacco prices in September 2026: what is going to change?

The new retail price list for manufactured tobacco products has been approved by the Directorate General of Customs and Indirect Taxes. It applies from 1 September 2026 in mainland France.

This new price list covers different product categories: cigarettes, roll-your-own tobacco, cigars and other tobacco products. For cigarettes, however, the changes remain limited. The best-selling products from major brands such as Marlboro, Camel and Winston are notably maintaining their prices.

Which cigarettes are going up in price on 1 September 2026?

A few products are seeing a 10-centime increase. This is notably the case for two products from the Mademoiselle brand:

Roll-your-own tobacco is also seeing a few upward adjustments. Le Che Blond Authentique in 30 g is rising from €15.60 to €15.70, while the Che Blond Authentique U Ribellu reference is moving from €15.50 to €15.60.

These increases are therefore limited to certain products and do not affect all cigarettes sold in France.

Which cigarettes are going down in price in September 2026?

The new price list also includes a few price reductions. Several Luckies by Lucky Strike products will see their price drop by 30 centimes.

  • Luckies Red Longues by Lucky Strike: €11.50 → €11.20;
  • Luckies Red by Lucky Strike: €11.50 → €11.20;
  • Luckies Blue by Lucky Strike: €11.50 → €11.20;
  • Luckies Ice by Lucky Strike: €11.50 → €11.20.

Pueblo products are also seeing a reduction. The pack of Pueblo Classic is dropping from €10.60 to €10.50, while some Pueblo roll-your-own tobacco products in 30 g are moving from €14.90 to €14.75.

This situation is a reminder that each newly approved price list does not automatically result in a rise across all prices. Manufacturers and suppliers submit their prices, which are then approved by Customs.

Marlboro, Camel, Winston: prices remain stable

For smokers who buy the most widely available brands, tobacco prices in September 2026 remain broadly stable. The pack of Marlboro Red remains at €13.50 in particular, while several Camel and Winston products remain at €13.

This stability also applies to many other products on the market. The 1 September increases should therefore be understood as a series of targeted adjustments rather than a new across-the-board rise in cigarette prices.

Why do tobacco prices rise regularly in France?

Although the September 2026 price list remains limited in scope, it is part of a long-term policy aimed at reducing tobacco consumption in France. Price is indeed one of the main levers used by public authorities to make tobacco products less accessible, particularly for young people.

This policy is part of the National Tobacco Control Programme 2023–2027. Presented by the government in November 2023, this programme notably plans to continue the fiscal trajectory for tobacco, with a target price of €13 for a pack of 20 cigarettes by 2027. It also plans to strengthen prevention, support for smokers and the protection of young people.

The government presents this strategy as one of the means of building a "tobacco-free generation" by 2032. The PNLT thus combines economic, health and social measures in order to reduce smoking rates.

A policy that does not rely solely on prices

Price increases are only one aspect of the fight against smoking. The National Programme also provides for better support for smokers wishing to quit, measures to protect young people and the extension of smoke-free areas.

This desire to strengthen prevention was further illustrated during the summer of 2026. In its "Charges and Products" report published on 2 July, the Assurance Maladie proposed progressively banning the sale of cigarettes to people born after 2009 in order to bring about a tobacco-free generation.

This proposal is notably inspired by the measure adopted in the United Kingdom. It remains at this stage a proposal in France and therefore does not change the tobacco sales rules applicable in September 2026.

Tobacco prices in September 2026: what impact for smokers?

For smokers affected by the few September price rises, the increase remains limited to a few centimes per pack or per product. Conversely, some products are seeing a reduction of up to 30 centimes.

Across the market as a whole, the main change is therefore less the scale of this new development than its place in a succession of price revisions. For several years now, cigarette prices have gradually increased in France, with the stated objective of reducing tobacco consumption.

For a daily smoker, even a variation of a few centimes can however accumulate over successive purchases. A pack bought every day represents 365 purchases over a year, which gives a concrete sense of the effect of repeated price changes.

The e-cigarette as a solution for quitting smoking

In the face of the regular rise in cigarette prices, some smokers are looking for an alternative to begin or continue their journey towards quitting smoking. The e-cigarette can be used in this context to maintain a nicotine intake while eliminating tobacco combustion.

Pods, e-cigarettes and e-liquids make it possible to gradually adapt one's equipment and nicotine dosage according to one's journey. For a smoker wishing to quit, the goal remains to gradually stop consuming cigarettes and to continue one's cessation at one's own pace.
