Snus and nicotine pouches: soon to be banned in France

France is preparing to take a new step in its fight against nicotine products. From March 1, 2026, it will be prohibited to sell, import or consume Snus and nicotine pouches on French territory. What is Snus or a nicotine pouch?

Snus, originating from Sweden, and nicotine pouches, their modern tobacco-free equivalents, are small pouches placed between the gum and the lip. Their role? To deliver nicotine orally, without combustion and without vapor.

These products appealed mainly to dependent smokers and vapers, who could thus manage their nicotine intake in moments when it is impossible to smoke or vape: at work, on public transport, inside public places or while traveling.

Why a ban in France?

Decree no. 2025-898, published in the Official Journal on September 5, 2025, stipulates that all oral nicotine products are now banned. This measure covers:

• nicotine pouches (nicopouches, Snus),

• nicotine gums, lozenges and gels,

• as well as all other forms of oral nicotine absorption.

The government's stated objective is clear: protect young people and limit the emergence of new consumption practices deemed addictive. Several anti-tobacco associations welcome this decision, presenting it as a victory for public health.

A blow for smokers and vapers

For smokers in transition or heavily dependent vapers, the ban on Snus and nicotine pouches represents an additional restriction. These products were a practical and discreet solution for absorbing nicotine without smoke and without vapor.

From March 1, 2026, it will no longer be possible to obtain these alternatives in France, except at pharmacies via classic nicotine replacement therapies (gums, patches, lozenges). Many fear that this will further reduce the available options to support smokers towards quitting.
